Chief Minister allots portfolios to ministers

The Chief Minister, Dr.YS Rajasekhara Reddy on Tuesday allotted portfolios to all the 35 members of Council of Ministers and P Sabita Indra Reddy became the first women Home Minister of the State. The three time MLA served as the Minister for Mines and geology Minister in the earlier government. She will head 80,000 strong police force in the State at a time when the anti Naxalite operations have reached a decisive stage.

K Rosaiah retained the Finance portfolio while the Chief Minister retained the subject of Law and Order, General Administration, Public Enterprise and all other unallotted matters. The other ministers portfolios are that Dharmana Prasada Rao Revenue, N Raghuveera Reddy (Agriculture), Ponnala Lakshmaiah (Major and Medium Irrigation), Pilli Subash Chandra Bose (Social Welfare), M Mukesh Goud (BC Welfare0 retained the old portfolios. Other ministers to get key portfolios are D Sridhar Babu (Higher Education), J Krishna Rao (Civil Supplies), R Venkata Reddy (Cooperation),S Vijaya Rama Raju (Transport), V Vasant Kumar (Rural Development), Kanna Lakshminarayana (Major Industries), A Ramanarayana Reddy (Municipal Administration) Md.Ahmadulla Syed (Primary Education), C Shilpa Mohan Reddy (Housing), G Aruna Kumar (Roads and Buildings). Women have been given seizable share of the important portfolios with J Geeta Reddy (Information and Public Relations and Tourism), G Aruna Kumari (R&B) V Sunitha Lakshma Reddy (Minor Irrigation) and DK Aruna (Small Scale Industries) while Konda Surekha gets Women and Child Welfare.

As in the earlier government, Health and Medical Department will have three separate Ministers. Danam Nagender gets all important Health and Family welfare, APVVP and Hospital Services, P Sudarshan Reddy will handle the Medical Education while P Satyanarayana is entrusted with the portfolio to handle Arogyasri, 104, 108 and Medical Infrastructure. G Venkata Reddy will preside over Department of Endowments and Stamps and Registration while B Srinivas Reddy allotted Mines and Geology portfolio. Secondary Education has been bifurcated from Education for the first time as a prelude to the reforms contemplated for long, and entrusted to D Manikya Varaprasad Rao, Housing, that includes Indiramma has been given to Shilpa Mohan Reddy.

After Dr. Y.S. Rajashekhar Reddy swearing-in ceremony on May 20, Rajasekhara Reddy (YS) inducted 35 ministers into his cabinet on the evening of May 22 at the Raj Bhavan. Governor N D Tiwary adminis-tered the oath of office to him at the swearing-in ceremony.

Surprisingly, YS also dropped from the cabinet his close associate Kasu Venkata Krishna Reddy of Guntur district, besides R Damodar Reddy from Nalgonda district. However, Da-modar Reddy’s brother, Venkata Reddy from Khammam district was inducted into the cabi-net. With almost all ministers from Telangana having lost in the recent elections, Reddy picked as many as five women from the region for the cabinet. The only other woman minis-ter, Galla Arunakumari, hails from Rayalaseema, while the coastal region is represented only by men.

Barring Adilabad, where the Congress performed badly, all the other districts found represen-tation in the ministry which has 20 new faces. Guntur district has been given the highest rep-resentation with five ministers; besides, the deputy speaker’s post has been allocated to Tenali MLA, Nadendla Manohar. He is the son of former Chief Minister Nadendla Bhaskara Rao. Other ministers from this district are K Rosaiah, Kanna Lakshminarayana, Gade Venkata Reddy, M V Ramana Rao and D Manikya Vara Prasad.

Having brought the party to power for a second time, the Chief Minister appears to have had an easy time in getting the high command’s nod for the team of his choice, unlike the pulls and pressures that are typical of government formation in the Congress regime.

Caste-wise, Reddys and BCs got the lion’s share with 11 ministers from each community. There are four SCs, one ST, two Yadavs and one each from Brahmin, Kamma, Vysya, Ve-lama, Khastriya, Goud, Munnur Kapu, Toorpu Kapu and Balija communities.

The Legislative Council has a lone representative in the Cabinet in Konijeti Rosaiah, finance minister in the last cabinet, who did not contest the election this time.

The fresh faces in the Cabinet are: Sridhar Babu (Karimnagar), Sudarshan Reddy (Nizama-bad), Konda Surekha (Warangal), R Venkata Reddy (Khammam), Sunitha Lakshma Reddy (Medak), K Venkata Reddy (Nalgonda), J Krishna Rao, DK Aruna (both from Mahaboobna-gar), Danam Nagender (Hyderabad), Silpa Mohan Reddy (Kurnool), Ahmadulla I(Kadapa) P Ramachandra Reddy (Chittoor), B Srinivasa Reddy (Prakasam), Manikya Varaprasad and Gade Venkata Reddy (Guntur), Parthasarathy (Krishna), Vatti Vasantha Kumar and P Sat-yanarayana (West Godavari) Viswaroop (East Godavari) and P Balaraju (Vizag).

The retained ministers are: P Lakshmaiah (Warangal) , D Rajanarasimha (Medak), Sabita In-dra Reddy (Ranga Reddy), Mukesh Goud (Hyderabad), N Raghuveera Reddy (Anantapur), G Arunakumari (Chittoor) , Anam Ramnarayana Reddy (Nellore), K Rosaiah (Prakasam), K Lakshminarayana, Mopidevi Venkataramana (Guntur), P Subhash Chandra Bose (East Goda-vari), B Satyanarayana (Vizianagaram) and D Prasada Rao and Satrucharla Vijayarama Raju (Srikakulam).

Hyderabad, May 26: Andhra Pradesh Chief Minister YS Rajasekhara Reddy's adopted sister P Sabita Indra Reddy was on Tuesday elevated and made the new Home minister, the first woman in the state to hold the crucial porfolio once held by her late husband.

Sabita(46), a Mines and Geology minister in the previous Rajasekhara Reddy ministry, follows in the footsteps of her late husband Indra Reddy who was the Home Minister in the N T Rama Rao Cabinet in 1994-95. Like in the past, the chief minister will have the sensitive law and order subject. 

"It's so thrilling that I have become the Home Minister, a post once held by my late husband Indra Reddy. I am extremely thankful to the Chief Minister for this," said an ecstatic Sabita who succeeded K Jana Reddy, who was among the four senior ministers dropped during Cabinet formation. 

It was from Chevella, Sabita's hometown, that Rajasekhara Reddy launched his 1,450-km padayatra (foot march) in 2003 and went on to become the Chief Minister in 2004. Since then Chevella has become his favourite place for launching all his programmes and Sabita was called his adopted sister 'Chevella Chellamma' by which name she is now popularly called. 

According to an official communique, Sabita will handle general police administration, jails and correctional services, fire and emergency services and Sainik welfare as Home Minister. 

Senior ministers and old faces K Rosaiah, Dharmana Prasada Rao, N Raghuveera Reddy and Ponnala Lakshmaiah retained their old portfolios--finance and legislative affairs, revenue, agriculture and major irrigation respectively. 

The Chief Minister will look after general administration department, law and order, excise and prohibition, commercial taxes apart from the departments not allotted to other ministers, according to an official communiqué. 

The chief minister constituted a 35-member Cabinet including six women and 20 new faces. He retained 15 ministers of his former government. 

With the ambitious Jalayagnam programme going on in full swing, Ponnala has been retained as the major irrigation minister since he is well-versed with the projects, official sources said. 

Dharmana and Raghuveera too held the revenue and agriculture portfolios effectively over the last five years and hence were being continued, the sources added. 

But what raised many an eyebrow is the allocation of another crucial portfolio housing to Silpa Mohan Reddy, a big-time realtor. 

Apart from the weaker section housing programme, the state government has also started its real-estate venture Swagruha with the promise of building houses for the moderate income group at rates 25 per cent lesser than the prevailing market value. 

However, the Swagruha programme failed to take off as expected, thereby shattering the dreams of lakhs of aspirants for a own house.

The 76-year-old senior Congress leader and eldest member of the Rajasekhara Reddy cabinet, K Rosaiah has enormous political and ministerial experience. A member of the Legislative Council, Rosaiah began his political career in 1968 and got elected to the Upper House. A native of Vemugu in Guntur district, he graduated from the Hindu College affiliated to the Andhra University. He has handled key ministries of Finance, Legislative Affairs, Power, Home, among other ministries and had served as Minister under several Chief Ministers in the past, including M Channa Reddy, T Anjaiah, K Vijayabhaskara Reddy, and N Janardhan Reddy. Ponnala Laksmaiah: The 65-year-old Lakshmaiah is an engineering graduate from the US, has handled the key Major Irrigation department since 2004 and put into action the irrigation initiative ''Jalayagnam'' of the previous Rajasekhara Reddy Government. He has also served as Minister for a brief period in 1991-92. Kanna Lakshminarayana: Hailing from a political family of the Pedakurapadu in Guntur district, 52-year-old Congress leader was elected to the Assembly for the fifth term from Guntur(West) Assembly constituency. He served as Transport Minister in the previous Cabinet.  N Raghuveera Reddy: A Lieutenant of Chief Minister, Dr Y S Rajasekhara Reddy, hails from Neelakantapuram in Madakasira mandal of Anantapur district. He has put into action pro-peasant policies of the Government since 2004. Dharmana Prasada Rao: A native of Mabagam in Srikakulam district, the 52-year-old Congress leader began his political career as a Sarpanch. Responsible for implementing the Congress Government's land distribution policy, he was lone Congress candidate to get elected from the district in 1999 when the TDP retained power.  He has served as Minister in the past in the Governments headed by Kotla Vijayabhaskara Reddy and N Janardhan Reddy. Gade Venkata Reddy: Senior most member in the present Legislative Assembly and a law graduate, he was first elected to the Assembly from Parchur in 1967. Seventy-year-old Mr Reddy was a Minister in the Vijayabhaskar Reddy Cabinet besides a member of the Delimitation Committee.  D Sridhar Babu: Son of former Speaker D Sripada Rao, he won from Manthani segment thrice since 1999. Married to IAS officer Sailaja, Mr Sridhar Babu, who is set to be one of the youngest Ministers at 38, was Karimnagar DCC president for two terms.  Botsa Satyanarayana: A staunch loyalist of Chief Minister, Dr Y S Rajasekhara Reddy, he was elected to the Lok Sabha from Bobbili in 1999.  Konda Surekha: A two-time MLA from Sayampet constituency, she emerged victorious from Parkal constituency in Warangal district in the recent elections. A first-time member in the Cabinet, 44-year-old Ms Surekha held various positions including the Treasurer of the CLP.  Pasupuleti Balaraju: President of the APCC Scheduled Tribes cell, Mr  Balaraju trounced a formidable opponent in G Demudu from Paderu Assembly constituency. Pinipe Viswaroop: A BEd graduate, Viswaroop (47) has silenced his critics by emerging victorious in spite of change in constituency from Mummidivaram to Amalapuram. Given berth under Mala caste quota in the Cabinet, Mr Vishwaroop was active in district politics for almost three decades.   Mohammed Ahmadullah: A former chairman of Kadapa Municipality and president of the District Wakf Board, Mr Ahmadullah is the only minority community member in the present Cabinet. He is MLA for the second time.  Danam Nagender: A three-time legislator, twice elected from Asifnagar in 1994 and 1999, Danam Nagender is the newly-elected member from Khairatabad, after its reconstitution under delimitation. Jupally Krishna Rao: Elected three times to the Assembly from Kollapur in Mahabubnagar district, Rao (54) makes his debut in the Cabinet. Silpa Mohan Reddy: Another newcomer to the State Cabinet, Mohan Reddy (49) represents the Nandyal constituency in Kurnool district. A realtor, he belongs to Kondasunkesula. He was elected to the Assembly for the first time in 2004.  Komatireddy Venkata Reddy: Yet another three-time legislator to be made a Minister for the first time, Reddy (46) has been winning from Nalgonda since 1999. M Mukesh Goud: Fifty-year-old Goud retains the ministerial post he held since April 26, 2007. A former corporator, he represents the newly-created Goshamahal constituency in Hyderabad. Podduturi Sudarshan Reddy: Born on August 2, 1950, in Siranpally village of Navipet mandal in Nizamabad district Sudarshan Reddy was elected MLA from Bodhan twice, in 1999 and 2004. P Sabita Indra Reddy: Hailing from Kotabasupally village in Tandur mandal of Ranga Reddy district and born on May 5, 1963, was first elected MLA from Chevella in 2000 and since 2004, has handled the portfolios of Mines & Geology, Infrastructure & Investment and Handlooms & Textiles. C Damodar Rajanarasimha: Fifty-year-old civil engineering graduate C Damodar Rajanarasimha was first elected MLA from Andhole in 1989, 2004 and has been a Minister for school education. Vakiti Sunitha Reddy: Three time MLA since 1999, Vakiti Sunitha Reddy, elected from Narasapur Assembly constituency, was born on April 5, 1968. J Geetha Reddy: The 62-year-old medical practitioner has been a Minister in the Cabinets of former Chief Ministers K Vijayabhaskara Reddy and Marri Channa Reddy and since 2004, in Chief Minister, Dr Y S Rajasekhara Reddy’s Cabinet. She represents Zaheerabad. Dharmana Prasada Rao: Fifty two year old Rao is a fifth-time MLA from Srikakulam and was Revenue Minister in the previous Cabinet of Y.S. Rajasekhara Reddy. He represented Narsannapet Assembly constituency thrice and shifted to Srikakulam in 2004.  K Parthasarathi: Second time MLA, 44-year-old Parthsarathi is son of a former MP Pedareddaiah. He won by 177 votes from Penamaluru constituency and is an engineering graduate.  P Ramachandra Reddy: Representing Punganuru Assembly constituency in Chittoor district, Dr Reddy is a PhD. Galla Aruna Kumari: Sixty-two-year-old wife of an industrialist, she is the four-time MLA from Chandragiri Assembly constituency in Chittoor district. She is the daughter of a former Congress MP Rajagopal Naidu.  Vatti Vasant Kumar: A second time MLA from Ungutur in West Godavari district, 50 year old Kumar resigned his job as a lecturer in commerce in Andhra University to join politics.  D K Aruna: Two-time MLA, representing Gadwal constituency of Mahbubnagar district, is the first time Minister. Wife of former MLA D K Bharathsimha Reddy, 49-year-old Aruna was earlier in Samajwadi Party. Anam Ramnarayan Reddy: Ramanarayan Reddy, 56, hails from Nellore and is a law graduate. Elected for the fifth time to the Assembly, he began his political career with TDP as MLA in 1983 and 1985 and was R&B Minister in the N T Rama Rao Cabinet in 1989.  Balineni Srinivasa Reddi: Forty-six-year-old Srinivasa Reddi, who performed a hat-trick by winning from Ongole Assembly constituency in the latest election, was State Youth Congress president and as DCC president. Ramareddi Venkata Reddy: He represents Paleru in the recent election. He grew from the level of sarpanch of Pathalingala and served as PCC secretary and organising secretary. Pilli Subash Chandra Bose: Fifty-eight-year-old Bose was the Social Welfare Minister in the last cabinet and was elected to the Assembly for the third time from Ramachandrapuram constituency of East Godavari district.  S Vijayarama Raju: Forest Minister in the last Cabinet, Raju was elected from Pathapatnam of Srikakulam in 2009 elections after delimitation. Mopidevi Venkata Ramana Rao: Forty-four-old Mr. Rao was Minister for Ports, Airports, was elected from Repalle in Guntur this time after delimitation.  Dokka Manikya Vara Prasada Rao: Forty-seven-year-old Prasad was elected to the Assembly for the second time from Tadikonda in Guntur district. Pitani Satyanarayana: Fifty-three-year-old commerce graduate, Mr. Satyanarayana has been re-elected from Achanta Assembly constituency. He is known loyalist of the Chief Minister.

Hyderabad, May.25:- The Chief Minister, Dr Y. S. Rajasekhara Reddy, constituted his new ministry by inducting 35 members, including 20 new faces, who were all sworn-in at a glittering ceremony in the Raj Bhavan on Monday evening.
The Governor, Mr N. D. Tiwari, administered the oath of office and secrecy to the new ministers amidst loud cheers and applause from their supporters and watched by a huge gathering of officials and non-officials. Except Mr P Ramachandra Reddy of Punganur in Chittoor district took oath in English, all other ministers took oath in Telugu and in the name of God.

Mr Botsa Satyanarayana and Mr Balineni Srinivas Reddy were absent when their names were called for swearing-in as they were caught in traffic jam. Mr Satyanarayana reportedly could not arrive on time due to the flight delay from Kashmir. As Mr Mukesh Goud was stranded in the traffic jam, he reportedly abandoned his car and reached the Raj Bhavan by a two-wheeler, while Mr Ponnala Lakshmaiah had to trek to Raj Bhavan for similar reason.

Dr Reddy, who was sworn-in as Chief Minister at a gala ceremony held in the sprawling Lal Bahadur Stadium on May 20, carried the list of his new team to New Delhi for seeking approval of the Congress High Command. After securing the nod from the Central party leadership including Ms Sonia Gandhi, Dr Reddy returned to the State Capital this afternoon and the swearing-in of the new ministers was held at 6.40 p.m.

While constituting his new team, the Chief Minister seems to have made a balancing act to provide an opportunity to the experienced as well as new faces. As a result, 13 members of the previous ministry were retained in the ministry and at the same time 20 new faces were given a chance to prove their mettle.

The Chief Minister has diligently struck a warning note to his Cabinet colleagues that “non-performers” would be shown the door if they failed to come up to the expectations in the discharge of their duties. He sounded this warning by using the axe on four of his former colleagues --- Mr K. Jana Reddy, Mr J. C. Diwakar Reddy, Mr Kasu Venkata Krishna Reddy and Mr R Damodar Reddy.

There are six women in the new ministry, including three who have already served in the earlier YSR cabinet. The three new women ministers are Ms D. K. Aruna, Ms Konda Surekha and Ms Sunitha Laxma Reddy, while for Dr Geetha Reddy, Ms Galla Aruna Kumari and Ms Sabita Indra Reddy will be a second term as ministers.

Keeping in view that the ruling party had bagged seven Assembly seats from the city, the Chief Minister has decided to provide a second ministerial berth. Thus, besides retaining in his new cabinet his former colleague Mr. Mukesh Goud, an opportunity was given to his close confidant, Mr Danam Nagender, to represent the city.

While the Guntur district has the maximum of four ministers in the Cabinet followed by Medak district with three ministers, Adilabad is the only district which went without any representation in the new regime.

The new faces in the new Cabinet are: Mr Jupalli Krishna Rao and Ms D. K.Aruna (both from Mahbubnagar district), Ms Sunitha Laxma Reddy (Nizamabad), Mr Danam Nagender (Hyderabad), Mr R. Venkat Reddy (Khammam), Ms Konda Surekha (Warangal), Mr Vishwaroop (East Godavari), Mr Vatti Vasanth Kumar and Mr. P.Satyanarayana (West Godavari), Mr Duddilla Sridhar Babu (Karimnagar), Mr Komatireddy Venkat Reddy (Nalgonda), Mr Balineni Srinivasa Reddy (Prakasam), Mr P. Ramachandra Reddy (Chittoor), Mr Ahamedullah (Kadapa), Mr Silpa Mohan Reddy (Kurnool), Mr Gade Venkat Reddy and Mr Manikya Varaprasad (Guntur), Mr Sudershan Reddy (Nizamabad), Mr P Balaraju (Visakhapatnam) and Mr K. Parthasarathy (Krishna).

Though in the beginning it was speculated that some members from the Legislative Council would be given an opportunity to serve in the ministry, the Chief Minister retained only the senior leader, Mr K. Rosaiah, a member of the Upper House.

Dr Reddy also took care to ensure social justice in constituting his new cabinet by accommodating 10 persons from the Backward Classes. Besides giving berth to 1 Reddys, representation was given to the Brahmin, Velama, minority and Vaisya communities by accommodating one member from each community.
